Residential Solar Booms While Utility Projects Struggle: Puerto Rico’s Energy Shift

Puerto Rico’s renewable energy landscape is currently defined by a massive surge in residential solar and storage adoption, which is significantly outpacing large-scale utility developments.
The Residential Solar Boom
Driven by a fragile power grid and the need for resilience against hurricanes, homeowners are rapidly adopting independent energy solutions.
Current Capacity: The territory now boasts approximately 1.3 GW of residential solar capacity and has installed 185,000 residential batteries.
Rapid Growth: The third quarter of this year was the second-best on record, adding nearly 90 MW of residential solar.
Battery Standard: Notably, the "attachment rate" for batteries is 100%, meaning every new residential solar system installed is paired with energy storage.
Future Projections: Analysts at Wood Mackenzie project that Puerto Rico will add over 3 GWh of residential storage by 2029, ranking it second only to California in this sector.
Economic Drivers
Despite a median income of roughly $25,000, adoption remains high due to specific financial structures:
Third-Party Financing: Because upfront cash and loans are difficult for many residents to secure, 70% to 80% of the market relies on third-party ownership models (leasing or power purchase agreements).
Net Metering: Favorable "one-to-one" net metering policies and high utility electricity prices (caused by imported fossil fuels) make solar financially attractive.
Utility-Scale Delays and Recovery
While home systems thrive, large-scale infrastructure has faced significant headwinds.
The Target vs. Reality: In 2020, regulators ordered the procurement of 3.75 GW of solar and 1.5 GW of storage. However, development has been slow.
Current Status:
Under Construction: 440 MW of solar and ~485 MW of storage.
Financing Phase: 230 MW of solar and 510 MW of storage.
The Roadblock: Industry leaders attribute the slow pace to a 2020 decision by the Financial Oversight and Management Board (FOMB) to cancel 450 MW of previously negotiated projects. This move signaled high risk to developers, causing many to leave the market.
Looking Ahead
To combat these delays, the government is shifting tactics:
Expedited Procurement: An executive order has been issued to speed up the solar procurement process.
Retrofitting: A new focus is being placed on adding storage to existing facilities and interconnection points to bypass long development timelines.
